It’s primary purpose is to point out various factors to be considered. Experience and knowledge on the user’s part as well as training in its use is essential to obtain accurate results. Estimates should be conservative. Seldom will you see numbers at the highest end of these ranges. It is better to under-promise and over-deliver.
